2.2.1 The Role of the VET Institution in a WBL Experience

Improving the quality and efficiency of education and training is an obligation assumed by all VET providers. This means that in a world where large labor market changes are soon expected to become mandatory for VET providers to develop the skills needed to seize, anticipate and offer the skills / qualifications required by production systems.

An important contribution to achieving these goals can be on-the-job learning, through the forms of practical experience included in all training courses, and as a methodology underpinning training programs. Work Based Learning (WBL) is directly linked to the labor market, unlike other education / training systems.

Employers appreciate on-the-job learning because young people acquire the skills and abilities specific to the job. The value of learning at work is widely recognized.

If well designed and sustained, on-the-job learning helps schools better regain their education for an economy that requires workers to have high-quality academic knowledge and skills, to adapt easily to change, and be prepared for learning throughout life.

VET schools have the opportunity to enter into framework contracts with economic operators and public institutions in the wider European framework setting out the conditions of collaboration and underpinning the students' practical training agreements. Practical training agreements for pupils are signed by the pupil (or his / her parent in the case of minors), the legal representatives of the practice organizer (school) and the practice partner (the economic operator / public institution in which the practice is carried out) from the school and the practice tutor appointed by the practice partner. The structure of the practice contracts, the format of the Certificate of Practice is regulated at European level.
